10:33 p.m.

The Democrats respond to President Trump's State of the Union with Gov. Gretchen Whitmer, of Michigan, delivering remarks.

Whitmer started her speech by saying she'd focus of what her party is doing — not what President Trump is saying.

"Instead of talking about what he is saying, I'm going to highlight what Democrats are doing. After all, you can listen to what someone says but to know the truth, watch what they do," she said.

10:35 p.m.

And then she tore up the speech.

No sooner did President Donald Trump finish his State of the Union address then House Speaker Nancy Pelosi ripped it in two.

Right there, on the dais behind him.

Trump was barely done, turning to greet the crowd of lawmakers Tuesday night, when Pelosi, without a moment's delay, turned the papers in her hand.

And she ripped.

And then she took some more pages.

And she ripped again.

Asked afterward in the halls of the Capitol why she did it, Pelosi responded: “It was the courteous thing to do.” She added: “It was the courteous thing to do considering the alternative.”

10:25 p.m.

President Trump's third State of the Union address ends.

10:20 p.m.

In a rare bipartisan moment, President Trump surprised a military spouse with a family reunion. Amy Williams' husband, Sergeant First Class Townsend Williams, was on his fourth deployment to the Middle East. The Williams' two children, 6-year-old Elliana, and 3-year-old Rowan had not seen their father in seven months.

When Sgt. Williams descended the steps of the gallery, applause broke out on both sides of the aisle with chants of "USA" ringing through the chamber.

10:15 p.m.

After introducing Kelli Hake and her son, Gage, President Trump touts the airstrike that killed Qasem Soleimani, the head of Iran's Revolutionary Guard. The Hakes lost their husband and son, Army Staff Sergeant Christopher Hake, in 2008. Staff Sgt. Hake was killed by a roadside bomb that Trump said was provided by Soleimani.

10 p.m.

A protester has interrupted President Donald Trump's State of the Union speech by shouting at him to do something about gun violence.

The protester appeared to be Fred Guttenberg, whose 14-year-old daughter, Jamie, was among 17 people killed in a mass shooting at Marjory Stoneman Douglas High School in Parkland, Florida, in 2018.

Guttenberg is a well-known visitor to Capitol Hill advocating for gun violence prevention. He interrupted a section of Trump's speech about support for the Second Amendment, and he was removed from the House visitors' gallery.

Guttenberg was the guest of House Speaker Nancy Pelosi's. He tweeted his thanks to her earlier Tuesday for the invitation and her “commitment”to “dealing with gun violence.”

9:50 p.m.

President Trump awards conservative radio host Rush Limbaugh the Presidential Medal of Freedom. The honor comes one day after Limbaugh announced he had been diagnosed with advanced lung cancer.

Limbaugh has been a staunch ally of the president's for years, and dined with him at his Palm Beach golf club over the holidays.

Trump wished the conservative radio talk show host a speedy recovery Monday after Limbaugh told his audience he is beginning treatment, which will require him to miss the show some days.

9:45 p.m.

President Trump urged lawmakers to come up with legislation to lower prescription drug prices — a demand that prompted some Democratic lawmakers to stand up with three fingers in the air.

The three fingers were for HR 3. That bill — now titled the Elijah E. Cummings Lower Drug Costs Now Act, in memory of the Maryland congressman who died last year — would empower the Health & Human Services secretary to negotiate annually for the best prices on at least 50 costly brand-name drugs and up to 250 medications, including insulin. Prices would be capped at 1.2 times their cost in certain other developed countries.

And it would require drug companies to pay a rebate to the federal government if their prices increase faster than inflation. The plan would impact drug prices for all Americans, not just Medicare enrollees.

9:35 p.m.

President Trump introduces another guest, Janiyah Davis, a fourth grader from Philadelphia. Stephanie, Janiyah's mother, applied for a tax credit scholarship for her daughter, but was put on a waiting list with 50,000 other children after Pennsylvania's governor vetoed a bill that would have expanded taxpayer support for private and religious schools in the state.

Trump announced that a scholarship had become available for Janiyah and that she would be able to go to the school of her choice.

9:30 p.m.

President Trump highlights the newest branch of the U.S. Armed Forces, the Space Force. Trump introduces a 13-year-old from Arizona, Iain Lanphier, who has goals of becoming part of the Space Force. Sitting alongside Lanphier, is his 100-year-old great-grandfather, Charles McGee, one of the last surviving Tuskegee Airman.

9:25 p.m.

The White House says Interior Secretary David Bernhardt is the designated survivor for President Trump's State of the Union.

The designation refers to the practice of ensuring that one Cabinet secretary does not attend the annual speech in case of a national emergency or devastating tragedy.

The designated survivor would lead the government if other officials are killed or incapacitated.

Bernhardt was named interior secretary last year, replacing Ryan Zinke, who resigned.

9:20 p.m.

President Trump mentions his first guest in the gallery. Tony Rankins is a veteran who has battled addiction and homelessness.

"It's an opportunity that just blows me away and means a lot to me," Rankins told WLWT Tuesday. "For the chance to represent guys that are homeless, I'm more than happy to be there."

After serving in the United States Army in Afghanistan, Rankins suffered from post-traumatic stress disorder and became addicted to drugs.

He lost his job and his family, served several prison sentences and ended up living out of his car in the Nashville area.

It's around this time Rankins said he found a construction site run by a company called R Investments. The company hired him and helped him move to Cincinnati.

President Trump began his address by touting the success of the economy. He discusses the low unemployment rate of several minority groups including African Americans and Hispanic Americans.

9:05 p.m.

Venezuelan opposition leader Juan Guaidó is attending President Donald Trump’s State of the Union address Tuesday night on Capitol Hill.

The invitation comes as Guaidó has been trying to win face time with Trump, his most important international ally. Guaidó's visit to Miami on Saturday rounded out a two-week world tour that took him first to Colombia, then across Europe and Canada, where he held meetings seeking more international help to oust Venezuelan President Nicolas Maduro from office.

Venezuela has been a top priority in Latin America for the Trump administration, which a year ago was the first among 60 governments to throw its weight behind Guaidó.

9 p.m.

President Trump opens his third State of the Union address to the nation. As he gets to the podium, Republicans in the chamber shout "Four more years."

At the start of the State of the Union address it appeared that House Speaker Nancy Pelosi extended her hand to Trump, a gesture amid the divisive impeachment proceedings.

The president was presenting folios to Pelosi and Vice President Mike Pence as he arrived for the evening speech when it appears she reached for the shake. At the same time, Trump turned away from her to face the audience of lawmakers gathered for the annual address.

Pelosi gave a look.

The speaker led House Democrats in impeaching Trump last month on charges he abused power and obstructed Congress in the Ukraine matter. The Senate is poised to acquit him Wednesday of the two articles of impeachment.

8:35 p.m.

Many Democratic women are wearing white Tuesday to align themselves with suffragettes a century after women won the right to vote. Some also are wearing green Equal Rights Amendment pins ahead of an expected House vote on the issue this month. Look, too, for red-white-and-blue-striped lapel pins to highlight climate change.

Many Republicans got to the chamber early to snag aisle seats. The coveted positions allow them to shake hands on camera with the president as he makes his way down the aisle. This year, Trump is speaking on the eve of his acquittal in the Senate impeachment trial on charges that he abused power and obstructed Congress when dealing with Ukraine.

The acquittal vote will resolve impeachment in Congress, but voters will have the final say this election year. Every member of the House, a third of the Senate and Trump himself are up for reelection.
