In my opinion, You Tube will do absolutely NOTHING to protect the rights and income of small content providers and will let their channels die.
I think by 2021, maybe even the end of 2020, You Tube will be taken down because You Tube will determine its not worth the headache to deal with this vague law.
California has now sued radio networks saying that podcast and video content providers who submit content to those networks are NOT independent contractors but employees.
If they prevail, this could mean that anyone who provides content could be determined to be an employee by other content providers including You Tube and this might give rights to any content provider who produces content in California.
